this is a dumb idea for a Senate rules reform but whatever, i’ll throw it out there. If the idea is to enhance compromise has anyone proposed adding vehicles for legislation to be passed into law. Something like: either hit 60 votes or get 5 members of the opposition party — PolitiTweet.org
