1/2 I didn't check the Unified Agenda 1st. But way admin law works is that the agency that finalizes a rule can adopt any version of it that's a "logical outgrowth" of the proposed rule. Content of any rule is determined by the issuing Admin. Don't try to blame Trump for this. — PolitiTweet.org
