yep. this is a horrible way to put it, but basically, planters in the oldest slaveholding states — maryland and virginia specifically — sold their “surplus” to the western frontier of slavery via the coastal traffic from baltimore/hampton roads to savannah/new orleans — PolitiTweet.org
