@EricLevitz @jaycaspiankang it's a hard problem! although it gets a little easier if the Dem Senate majority is 54 or 55 seats versus 50 or 51. someone like Manchin isn't going to want to be the 50th vote for a big liberal policy, but he would probably be fine being the 53rd or 54th. — PolitiTweet.org
