@susanbordson @EricLevitz @williamjordann I agree that "so many congressional rules are tied to party coalitions." It would follow, it seems to me, that if the Senate had 10 or 15 or even 33 independents, that would be a significant change from a body with two rival coalitions of roughly the same size and a few indies — PolitiTweet.org
