@Popehat I am not sure to what degree those are norm changes (say, pre-digital and IRL norms versus online norms, which are very different) and to what degree it's the tech, not the norms that matter. So in 1998, a media outlet willing to publish an oped of the sort you describe — PolitiTweet.org
