@MishaValdman An alternative would be first come first serve, or lottery, and I am not even urging that--a quick round for hospital workers and then a 50 and up round is defensible; the endlessly complicated tiers, however, go well past the limit of what is possible to plan and execute well — PolitiTweet.org
