@woc4bernie3 my sense is that technocratic reforms reduced shootings over time--if you look back to the 70s it is crazy. In LA, lawsuits were a really important tool. Consent decrees helped in some places. I wish it was less complicated so I could say exactly what *will* work now — PolitiTweet.org
